A 17-year-old boy has been charged with first-degree murder in connection with the shooting death of a Dartmouth man in March.

Halifax Regional Police responded to a report of shots fired in the area of Spring Avenue and Mount Edward Road in Dartmouth around 5:20 a.m. on March 29.

When officers arrived, they found 20-year-old Joseph Douglas Cameron dead on the sidewalk. His death has been ruled a homicide.

Police arrested a 17-year-old boy at a residence on Spring Avenue on June 23 in connection with Cameron’s death, but he was later released without charges.

Police arrested a different 17-year-old boy Thursday afternoon in London, Ont., with the help of the London Police Service and the Provincial Repeat Offender Parole Enforcement Squad.

“The investigators have known or suspected where the accused in this matter was located and there had been some conversations between us and agencies in Ontario,” said Halifax Regional Police Supt. Jim Perrin at a news conference on Friday.

“Our investigators then travelled to Ontario yesterday and arrested the accused without incident in London.”

Perrin wouldn’t say what led to the Dartmouth teen’s arrest, but that a Canada-wide warrant was issued.

“It's been a very concerted investigative effort for the last number of months,” said Supt. Perrin.

The accused remains in custody in London at this time but will be transported back to Halifax.

“We’re in the process of making arrangements to transport the accused back to Halifax and he will appear in Halifax provincial youth court at a later date to face charges of first-degree murder and weapons-related charges,” said Perrin.

He said the teen and Cameron were known to one another, and that the accused is also known to police.

“I'm not going to get into the depth of the relationship, but we do believe the two were known to each other,” said Supt. Perrin.

Cameron's death remains under investigation and Perrin said there could be additional arrests and charges.

“Our thoughts remain with Joseph's family and friends at this extremely difficult time,” said Supt. Perrin. “We hope that the charges announced today bring some measure of comfort to them.”

He also confirmed Cameron’s homicide is not believed to be related to a string of shootings in the Halifax area following his death.

The youth charged cannot be identified because he is underage.
