A Kings County, N.S. man has been banned from owning animals for life after pleading guilty to a charge under the Animal Protection Act.

The SPCA says an anonymous complaint was filed on Jan. 19, alleging several dogs had been tethered outside a Welsford, N.S. property, with inadequate shelter.

An SPCA cruelty investigator removed three dogs, which were found to be emaciated, anemic, severely matted and in extremely poor condition, from the property.

The SPCA says one dog was frozen to the ground by its chain and was unable to stand.

The dogs required extensive veterinarian care over an extended period of time, but all three were eventually successfully rehabilitated and adopted.

Leroy Marshall pleaded guilty to a charge of causing an animal to be in distress and was handed a lifetime ban on owning animals.
